 CITIZEN CARE FOUNDATION SERVICE-CONDUCT RULES-2016-17

  • NAME OF THE ORGANIZATION

  • The name of the organization shall be Citizen Care Foundation.


  • DEFINITION

  • The Act Means : Trust Registration Act of 1882.
  • Organization Means : Citizen Care Foundation.
  • COMMITTEE means : the managing committee of the Organization.
  • Core Committee Meeting Means : The Meeting of the Organization Who are member of core committee Of the organization.
  • Year Means : from 1st April to 31st March.

  • GENERAL

  • Every member/co-worker shall at all time
    (a) Maintain absolute integrity:
    (b) Maintain devotion to duty:
    (c) Conform to and abide by the provisions of the Rules and   Regulations made hereunder: 
    (d) Comply with and obey all lawful order and direction which may From time to time be issued to him in the course of his official Duties by any person or persons to whom he may be subordinate in the service of th e organization.

     

  • REGISTERED OFFICE


  • The registered office of the society shall be situated at …………………………………………………….. The registered office may be changed at any time by The organization and it will be intimated to competent authority within 15 days before such change.

     

  • AREA OF OPERATION


  • The area of operation of the organization will be whole India.

     

  • REPORTING SYSTEM


  • Panchayat and ward promoter will report to Block Project Officer.

    Block Project Officer shall report of District Project Officer and District.

    Project Officer shall report to Dy. State Project Officer and Dy. State Project Officer report to State in charge. State in charge shall report of Zonal in charge. Zonal in charge shall report to Project director and project director shall report to Secretary General and secretory general shall report to C.M.D. about work performance under their respective Jurisdiction. The reporting chain should be followed strictly without any deviation.

     

  • CHIEF FUNCTIONARY


  • Chief functionary means Secretary General of the Organization. All function of Organization will be approved by Secretary General and all responsibilities will to Secretary General. No Co-worker is authorized to pass any order to any Co-worker leave to management. Additional director is second command of management.

     

  • SECOND COMMAND


  • Second command means Additional Director is responsible for planning administration, Human Resource, Accounting. He is second chief functionary of the Organization. In absence of chief functionary he will exercise all power function of secretory General.

     

  • APPOINTING AUTHORITY


  • Appointing authority is Director General & Secretary General and Additional Director.

     

  • MANAGEMENT OF ORGANIZATION

  • TERMINATION


  • The Organization will terminate any co-worker who is ad hoc without notice, for permanent co-worker three months prior notice will issued.

     

  • MANAGEMENT MEETING


  • Management meeting will be needs twice in a year, to discus and finalized all matters of organization.

    Core committee will be held every third month decisions taken at core committee would be subject to final approved of the higher management.

     

  • TOUR APPROVAL


  • Only duly approved tours plans would be entitled for expense reimbursement.

     

  • MOVEMENT OF CO-WORKER


  • Movement of co-worker in and outside office would be entered in to the movement register. Without entry of movement register no co-worker is authorized to go outside during office time.

     

  • PAY OUT STATUS AND NATURE OF WORK AND TARGET AND EDUCATION


  • STATE IN CHARGE:-

  • Qualification will be PG/Graduate and office working experience .Minimum one year experience of social work is essential. The state in charge will take all responsibility in order to appointment of his subordinate, management of all program/project of the organization under his jurisdiction. He will be chief controlling of the state. Responsibility regarding any dispute between any staff of the organization will go to state in charge, secretory general or any others higher authority of the organization shall know concern with any dispute under the jurisdiction of state in charge. State in charge will have to manage any dispute. Pay Out and TA will be paid according to schedule-1 of this rule.

     

  • STATE CO ORDINATOR:-

  • Education will be MBA or MCA. Team monitoring capacity target is team building within 3 month with all District Project Officer Officer and Officer will be selected. In one month maximum 10 districts work will be targeted by state Project Officer. Target is not hard and fast survey. Target will prove the capacity of State Project Officer. State Project Officer shall in charge of all District Project Officer; Pay Out will be paid according to schedule-1 of this rule.

     

  • DY.STATE PROJECT OFFICER:-

  • Qualification and other terms and condition are same as State Project Officer. Dy. State project Officer and perks will be same Pay Out will be paid according to schedule-1 of this rule.

     

  • OFFICE SECETARY:-

  • Qualification will be graduate and office working experience. Knowledge of computer is must. Pay Out will be paid according to schedule-1 of this rule.

     

  • PROJECT DIRECTOR:-

  • Qualification will be PG/MBA and one year social working experience is must. Project direct will have to take responsibly about successes of project running under the guide line/object of the organization. Project director has no concern with the management/administration of the organization. Pay Out will be paid according to schedule-1 of this rule.

     

  • ADMIN. HEAD.

  • Qualification will be graduate/PG. PG in Public Administration will be given priority for the post. Admin Head will have to take all responsibility of smooth administration of the organization. He will pass order/letter time to time about controlling of the organization. He shall have right to take action against co-worker who violate the rule of the organization. Pay Out will be paid according to schedule-1 of the rule.

     

  • ZONAL PROJECT OFFICER:-

  • Qualification will be graduate with 2 year social experience is required. All Zonal district office will be open by zonal Project Officer. He will be responsible for all function & monitoring of Zone. Pay Out and some other allowance will be given according to schedule-1 of this rule. Zonal Project Officer shall supervise the function of state in charge, state Project Officer, and dist. Project Officer and block Project Officer and communicate the work performance report to secretary General up to 5th of every month of English Calendar.

     

  • DISTRICT PROJECT OFFICER

  • Qualification will be graduate and social worker experience. Main work is Team monitoring. He will be responsible for all work, dispute, and legal action against Block Project Officer and village surveyor. If any dispute will arise within his jurisdiction he will solve the dispute with the help of state in charge. Secretary, C.M.D. Project director will have no concern with local dispute.

     

  • BLOCK PROJECT OFFICER

  • Qualification will be graduate he will representative of Block. He will be responsible for 2 Block. His work will be transparent. After that organization will give first Pay Out. BLOCK PROJECT OFFICER will be in charge of Health Check-up Centre. He will supervise the work of village surveyor communicate the work performance report to District Project Officer on every 5th of the month on that basis his Pay Out will be paid. Pay Out will be given according to schedule-1 of this rule.

     

  • SVAASTHY MITRA

  • Qualification will be 10+2 must be knowledge of own area and basic villages, on basis of performance and duties Pay Out will be paid. Village surveyor will be appointed for particular period and particular purpose. Pay Out will be paid on the basis of his work performance report.

     

  • CENTRE


  • The organization will be open a center in the name and style of ………………………………….. At Block & Panchayat level BLOCK PROJECT OFFICER will be in charge of the Centre. All the function will be exercise from The Centre.

     

  • Appointment of Candidate:-


  • Before appointment submitting Paper.

    Candidates will submit: -

    • (a) Request letter.
    • (b) Notary affidavit.
    • (c) Four color Passport size Photo graph.
    • (d) Xerox copy of certificate.
    • (e) Address proof/ID proof.
    • (f) Execute Bond.

    These documents are necessary to submit in office for joining.

    Offices will give the appointment letter after taking these certificates. Appointment will be purely Ad-hoc for 11 months. In eleven month Pay Out will be continue on bases of terms and condition of organization if candidate not full filling of terms & condition Pay Out not paid.

     

  • LEAVE TERM


  • Ad-hoc co-worker will entitle of 16 casual leaves and 6 medical leaves. Medical leaves will granted on behalf of medical certificate. No worker can leave the station without taking the prior permission of chief of the organization.

  • Permanent co-worker will authorize for 24 CL &14 ML.
  • Medical leave will granted on the basis of medical Certificate.
  • Long medical leave will granted by secretary General and National C.M.D. of the organization.

  • LEGAL ACTION


  • If any worker of the organization is found to money forgery or black mailing to organization or harming to organization, organization is bound to take the legal action and if allegation will be proved organization will recover the money from worker and will take legal action.

     

  • DISCIPLINE


  • During the office time no worker is allowed to smoke and drink also. No worker is allowed to talk regional language and indiscipline talk. If worker will found, organization will take disciplinary action.

     

  • TERMS OF RESIGN TO POST


  • Any worker will give to written notice before one month to competent authority of the organization with an intension for resignation from his post. Transfer refusal can be treated as resignation.

     

  • TARGET


  • Target work of the organization will be fixed for every co-worker by the authority of the organization and that will be binding upon them and they have to achieve the target within the time fixed.

     

  • RULE


  • These rules shall apply to all co-worker leave to Additional Director, Secretary General also director General and C.M.D. and project director.

  • PUBLICATION


  • Organization will publish the annual magazine and monthly newspaper & brochure.

     

  • OFFICE TIME IN SUMMER &WINTER:-

  • Office Hours : 9:30 am to 5:30 pm.
  • Tea Time : 11:45 am
  • Lunch Time : 1:45 pm
  • Tea Time : 3:15 pm

    Note :- all judicial matter will take and solve in Patna court of law in future rules & regulation term & conditions of organization will changeable time to time.
